SUMMARY:CMES Seminar: Jewish Settler Violence in Palestine as Israeli State
Responsibility: From Attribution to Accountability under International La
 w
DESCRIPTION:Contact: lisa.strombom@svet.lu.se\n\nThe phenomenon of settler
violence against people and property in the Palestinian territories occupi
ed in 1967\, and in particular the West Bank\, has been a feature of Israe
l's grip over that land for decades. Despite some Western states' attempts
to impose sanctions on individual settlers\, in recent years\, incidents
of settler violence have been on the rise in a climate of impunity for per
petrators and endorsement from the political mainstream - including govern
ment ministers.&nbsp\;Building on the propositions&nbsp\;convincingly arti
culated by Mais Qandeel &nbsp\;(2023) that ‘much of settler violence can
be categorised as state-backed (international) crimes’\,&nbsp\;this pap
er proposes that settler violence is a composite phenomenon underpinned by
  – and generative of – international law violations which occur under
the aegis of the state. It argues that the settler-colonial state is the v
ehicle of settler violence\, in a historic continuum from pre-1948 until t
he present day. Against this backdrop\, a better understanding of attribut
ion of such acts to the state through the 2001 Responsibility of States fo
r Internationally Wrongful Acts (ARSIWA) and other norms of public interna
tional law is necessary to hold those responsible to account.&nbsp\;COFFEE
\, TEA\, AND PASTRIES ARE SERVED AFTER EACH SEMINAR.ALL WARMLY WELCMOME!\n
