Conflicts regarding dams with several functions

We are facing a water crisis because the world’s water resources must supply
a population of record size. Strategic use of water and utilisation of dams
in some form will be an important part of the solution. The pressure for multiobjective utilisation of dams will increase. But if one and the same dam is
to be employed for a number of purposes, conflicts of interest may arise. When
dams are to provide protection against floods, the reservoir should preferably
be empty, while for irrigation it should preferably be full. This is a complicated
technical issue to solve.
